This is the second edition of the “Protection In Focus” series issued by UNHCR Lebanon. The series looks into more detail at selected protection issues affecting refugees in Lebanon, in line with the Protection and Solutions Strategy which UNHCR Lebanon issued in June 2017.
This edition of “Protection In Focus” explains UNHCR’s annual participatory assessment process as part of ensuring our accountability to persons of concern, and outlines some of the main protection issues and concerns expressed by refugees in the 2017/2018 participatory assessment.
IN BRIEF
Understanding the situation and perspectives of refugees of different ages, gender and backgrounds is central to UNHCR’s protection and solutions work, as it helps to ensure that plans, programmes and interventions are based on, and address, refugees’ real needs and expectations. Above all, this participatory approach helps ensure that the refugees themselves are part of the response and solution. Placing the needs and capacities of refugees at the centre of planning directly contributes to the effectiveness and sustainability of interventions.
UNHCR speaks to and liaises with refugees on a daily basis. This takes the form of counseling at its reception centres, home visits, protection monitoring, and information obtained during the implementation of its activities, complemented by focus group discussions, thematic dialogues, phone and other surveys, as well as the annual participatory assessment exercise.
