Operational Updates
• WFP and UNHCR carried out an annual retargeting exercise to ensure the most vulnerable Syrian refugees continue to be targeted for assistance. In 2018, UNHCR and WFP collaborated with Development Analytics to further refine the targeting formula, using the 2018 Vulnerability Assessment of Syrian Refugees in Lebanon (VASyR) and demographic data from UNHCR’s ProGres database to accurately identify the most vulnerable refugee households in the country. Syrian refugee households are ranked based upon their level of socioeconomic vulnerability. Households at the bottom of the ranking, identified as living below the Survival Minimum Expenditure Basket (SMEB) of USD 87/person/month, are prioritised for food assistance. The 2018 retargeting exercise has also integrated a grievance redress mechanism which provides refugees with feedback channels to lodge complaints to UNHCR and WFP regarding their exclusion and to enable WFP and UNHCR to assess complaint profiles for possible reinclusion based upon vulnerability and availability of resources in early 2019.
• WFP in partnership with the Ministry of Social Affairs (MoSA) began operationalizing the results of the 2018 recertification exercise for the National Poverty Targeting Programme (NPTP). Vulnerable Lebanese households eligible to receive food assistance from NPTP were requested by MoSA Social Development Centers to collect their new NPTP food e-card. This exercise is expected to be completed for all beneficiaries by mid-October 2018.
