HIGHLIGHTS
257,250 households - Lebanese (15%), Syrians (79%), and Palestinian (6%) - were identified as economically vulnerable and exposed to cold and therefore prioritized to receive assistance in the Interagency Winter Support Plan for 2015/2016 that started in November. Due to their social and economic conditions, those families needed extra support to survive the harsh winter conditions.
Over the course of 2015, more refugee households have been falling in poverty as indicated by different vulnerability assessment frameworks in light of absence of significant self-reliance opportunities and increased dependency on direct assistance. This fact urged the sector partners to come with wide and holistic targeting criteria for winter assistance focusing on food eligibility, economic vulnerability, and to great extent shelter vulnerability.
